&lt;/P&gt;&lt;P&gt;
      Intevac, Inc. (Nasdaq: IVAC) today announced a global cost reduction 
      plan which includes reducing its workforce by approximately 13% 
      worldwide. The workforce reduction will be substantially completed in 
      the fiscal first quarter ending March 30, 2013. Today&amp;#8217;s announcement is 
      part of the company&amp;#8217;s strategy to reduce its total expenditures by 
      approximately $12 to $14 million on an annual basis.
    
    
&lt;/P&gt;&lt;P&gt;
      &amp;#8220;This reduction in workforce is very difficult, but necessary to better 
      balance the level of investment in new products with the slowdown we 
      presently face in our equipment business,&amp;#8221; said Norm Pond, chairman and 
      chief executive officer of Intevac. &amp;#8220;The implementation of this plan 
      will significantly lower our expenditures as well as our cash burn going 
      forward.&amp;#8221;

NEW YORK (TheStreet) -- There are several reasons why executives might sell their own company's stock, but there's generally only one reason why they buy it -- to make money. Legal insider trading is something I've followed ever since my RealMoney colleague Jonathan Moreland turned me onto it a dozen years ago.

&lt;/P&gt;&lt;P&gt;It's difficult to argue that anyone better knows the health and near-term direction of a company's business than its executive management team. But as with any strategy one employs in fundamental analysis, I look at insider buying as part of the overall investment thesis. Insiders sometimes make losing trades too; so make sure there are other factors that could make a stock a worthy investment.








&lt;/P&gt;&lt;P&gt;With that in mind, I've come across two small-cap names with recent insider buying that, upon further analysis, appear poised to outperform the broader stock market over the coming quarters.
