What a strange period of time for dividend declarations, when there are more increases and reductions than there are stocks whose dividend payouts remain the same. 
&lt;/P&gt;&lt;P&gt;
You might not be able to tell what direction the stock market is going by the direction of the payout declarations, but you can tell which companies are doing well. You can also tell which ones are really suffering, such as Wells Fargo , which chopped its quarterly dividend by 85%, from 34 cents a share to 5 cents a share, giving the stock a new yield of 2.3%. This reduction is expected to save the company a much-needed $5 billion a year.

Markets jumped by more than 5% on Tuesday as investors responded to encouraging news out of both the corporate and the government sector.

Citigroup  climbed 38% after announcing a profitable first two months of the year. CEO Vikram Pandit further eased concerns about the bank's future by stating that he is confident in Citi's capital position. The news sent the battered financial sector soaring, with bank stocks such as JPMorgan  and Bank of America  rallying by more than 20%.
 &lt;/P&gt;&lt;P&gt;
Meanwhile, in Washington, leaders announced that the SEC might reinstate the uptick rule, preventing investors from betting against falling stocks. By limiting short-selling, the rule is expected to help stabilize markets.

Tuesday was another ugly day in the market, led by fears of a prolonged recession. Investors simply aren't comfortable jumping in front of what seems to be a perpetual falling knife.

In stock news, Wal-Mart reported yesterday that its fourth-quarter profit fell 7.4%, hurt by the strong dollar and a charge from settling a labor lawsuit. The world's largest retailer earned $3.8 billion, or 96 cents per share, in the quarter ended Jan. 31. That compares with $4.1 billion, or $1.02 per share, a year earlier. CEO Mike Duke hailed the figures as strong relative to competitors.

It was the worst January ever for the Dow and the S&amp;P 500, according to data collected by the Stock Trader's Almanac. The Dow lost 8.6% and the S&amp;P 500 lost 8.6% last month. The Nasdaq gave up 6.4%, which is shy of January 2008's loss of 9.9% -- the worst loss in the tech average's history.
